Looks like "Would you like to continue?" question is harcoded in the engine as the part of the engame_slideshow sequence. That sequence is called from the map_exit_p_proc at the Horrigan fight map.
Elegant way is to find this dialog in the fallout2.exe and patch the engine accordinly to your needs.
Less elegant way is to redirect final exit grid to some special map and block there player from any action except game exit/load via scripting.
